한국초등영어교육학회는 1995년 4월 전국 교육대학교 영어과 교수협의회에서 결의됨으로써, 그해 12월에 창립되었다. 이는 1997학년도부터 초등학교 3학년 이상 학생들에게 영어를 정규과목으로 주당 2시간 이상 가르치도록 하는 교육부의 계획발표 직후의 일이었다. 1960년대 이래로 조금씩 논의되어왔던 초등학교에서의 영어교육이 시대적 요구에 부응하여 현실화된 것이다. 이는 우리나라 초등영어교육 역사에 중요한 순간이라고도 할 수 있는 일이었다.
한국초등영어교육학회의 학회지인 ‘초등영어교육’은 초등영어교육 전문 학회지로서 다년간 한국연구재단에 의해 등재학술지로서 우수성을 인정받아 왔다. ‘초등영어교육’에는 초등영어 교육원리, 초등영어 교육과정과 교수법, 초등영어 수업분석, 초등영어 평가, 초등영어 교사교육 등과 관련된 이론 및 실제에 대한 연구가 이루어지고 있고, 초등학교 현장에서의 다양한 이슈들이 논문으로 발표되고 있다. 또한 교사교육을 담당하는 교수들이나 현장에서 영어를 가르치는 교사들에게 귀중한 학술 토론의 장을 제공하고 있다. ‘초등영어교육’은 학회가 창립된 1995년 12월에 제1호가 발행되었으며, 그 이래 3년간 매년 1호씩으로 이어지다가 1998년도부터는 매년 2호씩, 2007년 이후부터는 매년 3호씩 발행되는 학술지로 발전하였고, 2013년부터는 1년에 4호씩(3월, 6월, 9월, 12월말) 발행되고 있다.
나아가 매년 열리는 학술대회에서는 위에서 소개한 초등영어교육과 관련된 전국의 교수, 교사, 대학원생들의 연구 성과 발표와 토론의 장이 됨과 동시에 우리나라 초등영어교육의 이론적 재충전과 현장의 생생한 증언을 함께 들을 수 있는 훌륭한 장이 되고 있다.
또한, 한국초등영어교육학회에서는 각 지역의 지회 역할이 매우 중요하다. 이들 지회들은 해당 지역의 교육청 협조 아래 초등영어교육과 관련된 교사와 교육 행정가들이 매년 여러 차례 교사연구, 영어캠프, 연구회 등 다양한 활동을 한다. 이를 통하여 새로운 교수법을 연수하고 서로의 정보를 나누며 초등영어교육의 교과과정과 교수법, 교사들의 영어능력 향상, 영어교수-학습 이론의 재충전 등을 도모하고 있다. 학회는 또한 ‘초등영어교육마당’이라는 웹진을 매년 2회(3월, 9월) 발간하여 각종 영어교육 이론과 실제, 영어교육 관련 서적소개. 교사교육을 담당하는 교수들과 현장에 가르치는 교사들의 생생한 제언과 각 지회의 활동 등을 자세히 소개함으로써 회원들 간의 정보 교환의 주요 통로로서의 기능을 수행하고 있다.
우리 한국초등영어교육학회는 이와 같은 다양한 전국적 활동을 관장하며 현장에서의 교수-학습 과정에서 일어나는 교육적, 행정적 문제들에 기민하게 대처할 뿐만 아니라, 초등영어교육의 이론과 실제를 탐구하여 학문적 발전을 도모하는데 중점을 두고 있다.
초등학교 영어교육의 목표는 무엇보다도 어린이들이 영어에 대한 흥미와 자신감을 갖게 하고 기초영어를 이해하고 표현하는 능력을 기르며, 다른 문화에 대한 이해를 넓히는 것이다. 초등학교에서의 내실있는 영어교육을 통해 어린이들이 영어학습에 대한 튼튼한 기반을 가지고 지속적인 영어학습을 통해 세계어로서의 영어를 사용하여 전 세계의 다양한 문화를 가진 사람들과 의사소통을 할 수 있게 하는 것은 아무리 강조해도 지나치지 않을 것이다. 이와 같은 초등영어교육의 기본 목표를 명심하고 우리 학회는 지속적인 이론적 탐구와 현장의 목소리를 적극적으로 수렵함으로서 초등영어교육과 관련된 정책적 제안, 그리고 각 교육청의 협력유도, 교사 자질의 개발, 교수 방법의 향상 등에 더욱 주안점을 두고 활동을 펼쳐나가고자 한다. 이를 통하여 우리나라 초등학생들에게 궁극적으로 보다 나은 영어 학습환경을 제공하여 이들이 성공적인 영어학습을 경험할 수 있게 되도록 기여하고자 한다.
The Korea Association of Primary English Education was founded by the National Professor's Association of English Education in April, 1995. It was founded after the announcement of the Ministry of Education's plan to begin teaching English to third graders for more than 2 hours per week from 1997. Though English education in primary schools had been discussed as early as the 1960's, it was actualized in the 1990's. The 1990's was the defining moment in primary English education in Korea.
Our academic society was established by professors in national universities of education all over the country. Currently, professors in the field of English education, English teachers in primary schools, and primary teachers who are interested in English are members of our academic society. In addition, members have expanded to include educational administrators from the local Ministry of Primary English Education of different areas in Korea.
Our first journal, Primary English Education was published in December 1995, the year the academic society was established. The journal was published once a year until 1997 and twice from 1998 to 2006, and since 2007, three volumes have been issued annually. Through this academic journal, various issues related to theoretical knowledge of primary English education, and the current situation of English education in the field are being brought forth. The journal has become a valuable forum for academic discussions by professors, English teachers in the field, and educational administrators.
Furthermore, the symposium which is held every year is a great place for debating and presenting the results of research on primary English education by professors and teachers from all over the country. Simultaneously, it is an excellent place for revitalizing the primary English education theories of our country and hearing the vivid testimonies from the field.
The Korea Association of Primary English Education also plays an important role on the local level. Teachers associated with elementary English education and educational administrators on the local level annually conduct various activities such as teacher researching, group studying and English camps, through the cooperation of the local educational offices. Through such activities, they can carry on new training methods, exchange information, improve the elementary school English curriculum and teachers' English proficiency, and promote the rejuvenation of English teaching-learning theories.
The Korea Association of Primary English Education publishes a webzine, KAPEE Forum twice a year. The newsletter acts as a main way of exchanging information among members by introducing various theories and practices, books about English education, research proposals about teacher training, and activities teachers can use in the field.
Striving for academic development, The Korea Association of Primary English Education hosts such nationwide academic events and activities not only by dealing with educational and administrative issues but also by researching theories and searching for ways to apply these theories.
The aims of English education in elementary schools are to give students confidence, promote their interest in English, improve their ability in expressing themselves, understand basic English, and broaden their understanding of different cultures. Through English education, children can have a strong stronghold on learning English. It would not be an exaggeration to say that through continuous English education, our children will be able to communicate with people from different countries around the world, using English as an international language. Keeping the primary goals of elementary English education in mind, our academic society will continue to accommodate research proposals and voices from the field, induce cooperation from the Ministry of Education, and improve teaching quality and methods in elementary schools, which will contribute to the provision of better English learning environment and, in turn, to better English learning.
